APL, Sea to Sky Pollution Solutions and UCR Testing New Marine Clean Air Technology at Port of L.A. September 2, 2007 West Vancouver, B.C. - Sea to Sky Pollution Solutions Corporation (“Sea to Sky”) (www.seatoskypollutionsolutions.com), the preeminent world leader in the development of pollution mitigation and monitoring systems for the marine industry, will be conducting emissions testing this month at the Port of Los Angeles on their new water in fuel emulsion technology called “WiFE on Demand” with the support of the Georgia Basin Marine Vessel Air Quality Workgroup. Sea to Sky’s proprietary WiFE on Demand technology has been retrofitted on APL Maritime’s vessel M/V APL Singapore as part of a three-year demonstration project funded by the Carl Moyer Program. Development of the system prototype was funded by the port’s Air Quality Mitigation Incentive Program as part of an earlier successful project at the Port of Los Angeles after Sea to Sky won an international competition for a grant to develop a water in fuel emulsion system. Man B&W Diesel, the world's leading manufacturer of marine diesel engines, worked closely with Sea to Sky to ensure the safe retrofitting of the technology on the vessel, and was also instrumental in the development and patenting of safety system called the WiFE AutoPurge System to safeguard the engine in the event of power blackouts or engine failures that is now an integral part of the technology. Emissions experts from the University of California Riverside (UCR) CE-CERT including Dr.Wayne Miller, Bill Welsh and their colleagues are responsible for all emissions testing and results. Sea to Sky’s President Eric Hutchingame is delighted to have the emission experts from UCR involved and is hopeful that results will verify his company’s water in fuel emulsion system effectively reduces emissions. “We are honoured to have UCR working with us because we can be assured that the testing will be utterly objective and absolutely reliable; Dr. Wayne Miller of UCR is the emissions expert used by the EPA. Testing parameters have been designed by UCR in conjunction with the California Air Resources Board (CARB).” Remarks Hutchingame, ”Based on positive results from UCR’s testing, Sea to Sky will immediately apply for BACT certification (Best Available Control Technology). Our WiFE on Demand technology will then be eligible for Carl Moyer Program funding for the purchase and installation on vessels calling California. The Carl Moyer Program provides incentive grants for cleaner-than-required engines to provide early funding for extra emission reductions from diesel engines. WiFE on Demand will also be eligible for similar funding through TERP (Texas Emissions Reduction Program).” Emission reductions anticipated based are in the order of 1:1 for nitrous oxide (NOx) and 1:2 to 1:3 for particulate matter (PM) based on water percentage (i.e. 30% water reduces NOx by 30% and PM by 60 - 90%).The in-cylinder evaporation of the water during the process also improves the atomization of the fuel causing it to burn more completely and further reduces emissions. Sea to Sky has designed its WiFE on Demand system to overcome previous barriers to the marine industry’s use of water in fuel emulsion as a pollution abatement technology. It specifically developed an “on demand” system so that the emulsified fuel can be turned off when needed during situations when more power is required, such as docking and maneuvering. The new technology has both economical and ecological advantages: the system uses oily waste water generated on board the vessel in the emulsification process, eliminating the need for expensive pre-emulsified fuel as well as the discharge of effluents into the sea and their costly disposal on shore.
